DanceSport Federation and World Dance & DanceSport Council Delegates
Sign Agreement To Establish New DanceSport Body
At the invitation of the International DanceSport Federation
(IDSF) an auspicious meeting was held at Zurich, Switzerland on March 18, 2002
between:
World Dance & Dance Sport Council (WDDSC) President Karl
Breuer and WDDSC DanceSport Committee Chair Donnie Burns, MBE, and
IDSF President Rudi Baumann, IDSF Treasurer Lukas Hinder,
and Vince Bain, Chair of the IDSF Commission for WDDSC Relations
After lengthy discussion, these Delegates signed the
Memorandum of Understanding and Agreement set forth below, to be presented to
both organizations' respective Presidia and 2002 Annual General Meetings.
The principal terms of this Memorandum are:
It becomes effective after approval by the 2002 Annual
General Meetings of both WDDSC and IDSF Until then, IDSF, WDDSC and their
1992 and 1997 General Agreements continue to exist and function as before
Upon approval by the two Annual General Meetings, the existing General
Agreements will be cancelled and replaced by this new Memorandum. WDDSC and
IDSF will still exist separately but they will then begin negotiations to form a
new organization to be called the World DanceSport Federation (WDSF). WDSF will
become the world governing body for DanceSport, with all of the rights and
authority commonly expected of a international sport federation
All of the Delegates are to be congratulated on their achievements in
this meeting. The Memorandum is a landmark opportunity for IDSF and WDDSC to
work for the development of DanceSport in a cooperative way. We hope their
Members will unify behind this approach.

IDSF - WDDSC Memorandum of Understanding & Agreement for
presentation to the Presidia & Annual General Meetings of their respective
organisations
On the invitation of the IDSF President Rudi Baumann, WDDSC President Karl
Breuer and WDDSC Dance Sport Committee Chairman Donnie Burns MBE met in Zurich
on Monday 18 March 2002, with IDSF President Baumann, IDSF Treasurer Lukas
Hinder, and Chairman of the IDSF Commission for WDDSC Relations Vince
Bain.
Issues of concern to both sides were discussed and clarified. It is
jointly acknowledged and declared:
>That following the admittance of the
IDSF into the family of IOC recognised sports, the IDSF had deleted the term
amateur from its statutes.
>That the pursuit of sport governance
principles by the IDSF and its member bodies had caused conflict with the
WDDSC¡¯s desire to protect its interests and the interests of its professional
members.
>That the 1992 General Agreement and the 1997 Memorandum of
Agreement between the IDSF and the WDDSC sought to divide areas of
responsibility and control of DanceSport, but did not address the vital question
of how to promote and develop the interests of DanceSport in an increasingly
difficult and competitive sport and leisure market.
>That a new blueprint
for the future is urgently needed which will provide a co-ordinated approach to
the world wide development of DanceSport and its service delivery agencies such
as dance schools and dance clubs.
Accordingly it is agreed, acknowledged and
declared that:
1)
The 1992 General Agreement and the 1997 Memorandum of
Agreement are cancelled and replaced by this Memorandum of Understanding.
2)
Both parties will present a proposal to their General Meetings this year, which
will authorise the establishment of a new body to be called the World DanceSport
Federation (WDSF). It is intended that this new body will become the world
governing body for DanceSport, with all of the rights and authority commonly
expected of a modern international sporting federation.
To make this clear,
it is agreed that the WDSF will have full authority over all matters pertaining
to judging, coaching, competitors and all competitions and championships. It is
intended that this new body WDSF would acquire all of the rights and interests
of both the IDSF and the WDDSC in DanceSport matters, and become the world
governing body for DanceSport.
It is intended that the WDSF will be the IOC
recognised body for DanceSport and will take over the membership from IDSF of
the International World Games Association (IWGA), the General Association for
International Sports Federations (GAISF) and the Association of IOC Recognised
International Sports Federations (ARISF).
The new body, WDSF will be made up
of unified national member bodies built on democratic sport principles. To make
this clear, it is intended that such unified national member bodies shall not
consist of the separately constituted IDSF and WDDSC national member bodies. The
new body, WDSF may also have associate members such as the World Rock n¡¯ Roll
Confederation and the IDO.
3)
The IDSF and the WDDSC will act in utmost good
faith to protect the name of the new body from any use other than as intended
herein, including any unauthorised or pre-emtive use of the WDSF name by third
parties.
4)
If the General Meetings of both organisations agree to this
proposal in principal, it is agreed that the parties will in utmost good faith
meet as a matter of urgency following the IDSF General Meeting in August, to
determine the principles, process and timetable for the unification of national
member bodies, and the process and timetable for the transfer of rights and
interests by the IDSF and the WDDSC to the WDSF.
In the meantime, both
parties agree that they will act in the best interests of DanceSport as a whole.
Specifically, the IDSF and the WDDSC agree that:
>They will not promote
conflict between the two organisations;
>They will do their utmost to
promote participation in Olympic Family events and in the working parties that
are preparing or supporting the framework for participation in the Olympic Games
(especially the IDSF Working Group on Adjudication); and
>They will do their
utmost to resolve conflicts between their respective national member
bodies.
It is agreed that if the General Meetings of both bodies do not
accept the WDSF proposal in principle, the parties will meet again before the
end of 2002 to look for different solutions for working together for the best
development of DanceSport.
This memorandum shall become effective once
approval to it has been given by the Presidia and the annual general meetings of
the WDDSC and the IDSF respectively.
