국제올림픽위원회 (IOC; International Olympic Committee) 의 신경기종목 검토
분과위원회 (Programme Commission) 에서 최근에 발표한 장문의 보고서 내용은, 앞으로 어떠한 스포츠 종목이 올림픽경기 메달
프로그램으로서 자격이 되는지, 또한 자격미달인 것은 어떠한 것인지, 시간 일정계획은 어떻다는 것과, 올림픽 하계 경기 종목으로 신경기 종목을
승인할 시에 그 기준은 무엇인가에 관하여, 광범위하고도 깊이있게 기술하고 있습니다.
이에 의하면, 댄스스포츠 (DanceSport) 가 올림픽경기에 포함될것이라는 청신호를 주고
있습니다.
분과위원회에서는 이 보고서내용은 단지 제안사항 내지는 권고사항일 뿐이라고 조심스럽게 언급하고 있으며, 이러한
내용에 관하여 금년뿐만 아니라, 아마 내년까지도 (멕시코 시티 와 프라하 미팅) 더 많은 토론을 거친 후에, 최종적으로 IOC 에 의하여 새로운
경기 종목으로 채택이 되느냐 또는거절되느냐의 결과가 나올 것이라고 얘기하고 있습니다. 그러나, 이 보고서 자체가 상당한 권위를 지니고 있다는
것과, 이 보고서 내용의 상당부분이 채택될 것이라는 점은 의심의 여지가 없을 것으로 보여 집니다.
2004년도 아테네 대회 (the 2004 Athens Games) 의 경기종목에는 변동이 없을 것이고,
2008년도 베이징대회 (the 2008 Beijing Games) 에서는 현재의 경기종목중 꽤 많은 숫자의 종목과 행사가 빠질 것으로
예상되며, 대신에 약간의 새 종목이 들어갈 것으로 예상됩니다. 분과위원회에서는 IOC 가 너무나 많은 경기종목을 두거나 너무나 광범위한 행사를
치르는 것을 지양해야 할 것이라고 주장하고 있습니다.
그러나, 댄스스포츠 (DanceSport) 는 이 위원회의 정밀조사와 급격한 경기 축소조치에도 불구하고 살아남은
10 가지 종목의 하나입니다.
보고서에서 이러한 새 종목들을 2008 베이징대회부터 채택하라고 추천하고 있지는 않지만, 그러한 새 종목들이
"참여도" 와 "미디어 취재"를 증대시킬 가치가 있다고 보여지는 한 미래의 올림픽 경기종목이 되는 데에 있어서 자격이 있다고 분명히 평가되고
있습니다.
이러한 두가지 기준 요소는 댄스스포츠로서는 문제될 것이 없습니다.

댄스스포츠에 관련하여 주시할 항목은 항목 1, 2.1 과 3.3.3 입니다.
보고서에서는, 과거에 어느 종목이 경기종목으로 채택되어 왔다는 것만으로는 앞으로도 존속되어야 한다는 충분한
조건이 될 수 없다는 점을 주장하고 있습니다. 올림픽은 앞으로 "Accountability", "대회의 목표" 와 "경기대회및 올림픽운동에
기여하는 가치" 를 중시하는 현대적인 경영문화에 의하여 지배되어야 한다는 점을 강조하고 있습니다.
보고서에서 부각된 종요한 내용은 다음과 같습니다.
- 하계 올림픽 대회의 규모는 경기참가선수인원이 10,500 이상이 되지 않게 할 것과 경기대회행사는 300
개를 넘지 말 것.
- 올림픽 경기종목의 변경은 "그 종목이 올림픽경기대회의 가치와 매력을 증진시킬 수 있을 경우에만" 고려되어야
한다는 점.
- "비슷비슷한 경기" 또는 "한 사람의 선수가 여러 경기에 중복 출전하게되는 것"은 가능한한 지양하도록 해야
한다는 점.
- 어떠한 종목이 채택되기 위하여는, 그것이 "청년들과 그들의 발전에 관하여 직접적인 중점을 두고 있어야 할
것.
- "그러한 종목의 변화로 인하여 대회에 가치 증진을 가져와야 할 것"과, "서로 다른 많은 선수들과 스포츠
종목이 올림픽대회에 접근할 수 있는 기회를 부여해야 한다는 점."
- 어느 경기를 위하여 엄청남 비용이 들어가는 경기장을 건설해야 하거나, 너무나 넓은 면적을 필요로 하는 종목은
피해야 할 것.
- "mind sports (정신/심리적 요소의 스포츠) 나, 전세계적 참여가 안되고 일부 지역에서만 참여하는
스포츠는 채택되지 않을 것이라는 점.
이러한 새로운 기준으로 볼 때에, 댄스스포츠는 더욱이나 우리한 점을 지니고 있습니다. 세계적으로 많은 젊은이들의
참가가 대대적으로 늘어나고 있으며, 새로이 강화된 IDSF 회원위원회 (Membership Commission)는 그 영향력이 많은 새로운
나라에 뻗어가고 있으며, 비용이 많이 드는 경기장 건설의 필요성도 없으며, 텔레비전 미디어을 통한 눈부신 프로그램도 가능하며 ... IDSF
로서는 IOC 가 요구하는 기준을 충족시킬 수 있습니다.
IDSF 의 회장인 Rudolf Baumann은 오늘 이와 같이 언급했습니다. "나는 댄스스포츠가 하계올림픽경기
종목으로 채택이 되는 것에 관하여 매우 낙관적입니다. 2008년도이던가, 아니면 2012 년에는 될 것으로 믿습니다." 그는 이러한 모든 문제를
Dr. Jaques Rogge IOC 회장과, 또한 IOC 스포츠담당이사인 Mr. G. Felli 와 협의하여, 현재 진행중인 올림픽운동의
전면적인 구조개편의 일부로서, 댄스스포츠가 IOC 가 설정한 목표에 부합된다는 점을 강조할 것입니다.
IOC 에서 이미 시작한 구조개편으로 인하여, 모든 변화가 단번에 이루어지리라고 보지는 않습니다. 이러한 점은
여러 새로운 스포츠 종목에 있어서 실망을 안겨줄 수도 있습니다. 그러나, 댄스스포츠는 이에 해당되지 않을 것입니다. 이보고서는 댄스스포츠에
청신호를 보내주고 있습니다. 보고서에 나타난 제안과 추천사항을 보면, 댄스스포츠가 반드시 하계올림픽 경기대회의 메달종목 (the Medal
Programme of the Summer Olympic Games) 이 될 것임을 분명히 인정하고 있습니다. IOC 가 댄스스포츠계에 요구하고
있는 것은, 지금까지 잘해 온 것 처럼 앞으로도 그렇게만 해나가라는 것입니다.

IOC: Green Light For DanceSport
In a lengthy, comprehensive and thoughtful report, the
International Olympic Committee's new Programme Commission has carefully and
clearly stated which sports are eligible for future consideration in the Olympic
Games Medal Programme, which are not ineligible, what its timetable is, and what
criteria it will use to admit a sport to the Programme of the Summer
Games.
The IOC has given the Green Light to DanceSport in the Olympic
Games.
The Commission carefully says that this report is only
proposals and recommendations, which must be debated further this year and
probably next year as well (the Mexico City and Prague meetings) and eventually
approved or disapproved by the IOC. But there is no doubt that this report is
authoritative, and the sports world can expect much of it to be
adopted.
The 2004 Athens Games will be unchanged, but the 2008 Games in
Beijing will now likely lose a considerable number of sports and events, and
gain a few others. The Commission says the IOC should end consideration of
numerous sports and a broad spectrum of different activities.
But DanceSport is one of 10 sports which survived the
Commission's scrutiny and radical cuts.
These sports are not recommended for admission to the 2008
Beijing Games but are now clearly defined as eligible for future Olympic Games
as long as they can add value in terms of participation and media
coverage.
Those two challenges are not a problem for DanceSport.

For DanceSport, the key sections of the Review are 1, 2.1 and
3.3.3.
The Review generally says that past acceptance of a sport is
no longer enough, and that the Olympics should be governed by a modern
management culture of accountability, goals and adding value to the Games and to
the Olympic movement generally.
In the Review, the Commission highlights a few
themes:
-- the Summer Games should not grow beyond about 10,500
athletes and about 300 events
-- changes to the Olympic Programme should only occur if they
add "an increased value and appeal [to] the Olympic Games"
-- "similar events . . . and large numbers of events for the
same athletes should be avoided"
-- "to be considered for admission . . . a sport must show a
direct emphasis on youth and development"
-- the IOC should add value to the Games by change, and "allow
access to the Olympic Games for different athletes and sports"
-- sports with venues that are expensive to build or require a
large area, will be avoided
-- "mind sports" and sports with regional rather than global
participation will not be accepted
These new criteria give DanceSport clear and growing
advantages. With big growth in participation amongst the youth of the world, a
newly-enhanced IDSF Membership Commission that is reaching out enthusiastically
to many new countries and a newly-strengthened Presidium; with no requirement
for special construction or costly facilities; and with a dazzling program of
television development -- IDSF can deliver what the IOC wants.
IDSF President Rudolf Baumann said today, "I am still
optimistic regarding the inclusion of DanceSport in the summer Olympic Games, if
not in 2008, then in 2012. He will discuss the whole matter with IOC President
Dr. Jaques Rogge and the IOC Sports Director Mr. G. Felli, soon as part of the
ongoing wholesale restructuring going on in the Olympic movement, and
DanceSport's new, focussed pursuit of the goals the IOC has set.
The IOC has inaugurated a restructuring that cannot
accommodate all changes at once, and that is a disappointment to many sports --
but not DanceSport. It has given DanceSport a green light. The proposals and
recommendations in the Review clearly ratify DanceSport's ongoing application
for inclusion in the Medal Programme of the Summer Olympic Games, asking
DanceSport only to do things that we are already doing very well.
